TRAI to form quality standards for mobile data services

Telecom Lead India: TRAI has sought comments from
stakeholders in the sector, as it seeks to form standards for mobile phone
companies to deliver mobile data services for consumers.

The regulator wants to create standards for quality
of service of mobile data services offered by all telcos operating in
India.


With increasing penetration of high-end handsets and
roll-outs of 3G and 4G high-speed data access services across the
country, more people will use mobile data services on the go.


The regulator said that the number of mobile internet
users is much higher compared to that of fixed line internet users and to
protect the interests of consumers, it was necessary to set benchmarks and
monitor the quality of service offered by mobile phone companies.


Trai issued draft regulations on Tuesday and invited
comments before July 25 and counter comments before August 1.


The regulator has formed nine parameters benchmarks,
including service activation to happen within three hours with a 95 percent
success rate while drop rate or the network’s inability to upload or download,
to be less than 2 percent.


The service provider will measure and share with Trai the
minimum download speed. These benchmarks will monitor in each service
provider and audit from time to time.


It would be mandatory for all the telcos to collect and maintain
compliance records of each of the nine parameters and submit them to TRAI
within 60 days of notification of these new rules.
